For international vendors exporting electrical products to Japan Regarding Japanese Electrical Appliance and Material Safety Law

Introduction

Electrical products imported to Japan must be safe for use in the country. In order to ensure that electrical products imported to Japan are safe, the Japanese government has Electrical Appliance and Material Safety Law, under which only electrical products which conform to the prescribed Technical Requirements can be imported to Japan with the PSE mark, if they are subject to the law.
Besides, Japanese companies importing them are obligated to carry out the procedures prescribed by the law, for which they must secure the cooperation of foreign vendors. The Electrical Appliance and Material Safety Law does not apply to all electrical products. You can see what types of products are subject to the law on the Ministry of Economy, Trade and Industry (METI) website, so please use it to check if the products you consider to export are regulated or not. What products does the law apply to?

There are 457 total products to which the Electrical Appliance and Material Safety Law apply. The names of these products are set in the law. You can see the full list of products on the Ministry of Economy, Trade and Industry (METI) website below.

Generally, they are electrical products that use an AC100V or AC200V wall plug or building wiring to connect to an electricity supply, including power plugs and cables, and lithium ion rechargeable batteries.

For appliances that use AC adapter, the law usually applies to the AC adapter and power cables, but not the appliances themselves. As for rechargeable appliances with built-in rechargeable battery, the charger, its power cables and the lithium ion rechargeable battery are subject to the law in most cases, but the appliances themselves are not.

There are two types - Specified Electrical Appliances and Materials (PSE) and Non-Specified (Other) Electrical Appliances and Materials (PSE), and the regulations for each are different, so please be careful.

Procedures required by the Electrical Appliance and Material Safety Law

Below is an outline of the procedures that a Japanese company must take when importing an electrical appliance, in addition to what the international vendor must do, and what sort of services JET provides. Please be aware that this does not apply to products that do not come under the Electrical Appliance and Material Safety Law.


Products regulated by the Electrical Appliance and Material Safety Law must conform to the Technical Requirements set by the law. Samples of the model representing the Type in which the Specified Electrical Appliance or Material (PSE) is classified and the relevant factory must be subjected to Conformity Assessment administered by a Registered Conformity Assessment body such as JET to determine that they conform to the Requirements. It is imperative to get the official duplicate of the Certificate (provided by the conformity assessment body) that proves that the said samples and the factory conform to the Requirements so that it can be provided to the Japanese company which will import your products.

Non-Specified (Other) Electrical Appliances and Materials (PSE) are not required to undergo a Conformity Assessment by a registered conformity assessment body, but they are still required to conform to the Technical Requirements for products imported into Japan, and international vendors must be able to provide proof that their products conform to these requirements. If you need to obtain test data to prove that the tested samples of your products conform to Japanese requirements, please contact JET, the leading organization in the field, to assist you in meeting your legal obligation.

Regarding Self-confirmation Test

The Electrical Appliance and Material Safety Law requires the relevant electrical products for import to Japan to undergo Self-confirmation Test, which is shipping inspection to be carried out by the relevant supplier. This Test is not to be done by sampling, but all individual products must be tested. Japanese importers must obtain records of the Test for every product that they import, and it is necessary for international vendors to provide this.
The things that need to be tested in the shipping inspection differ depending on the type of product, so please check the METI website, or ask us at JET.

Regarding displaying the PSE mark

Specified Electrical Appliances and Materials must show the PSE mark, the name of the registered conformity assessment body that conducted the conformity assessment (such as JET) and the name of the importing company on their nameplate. Non-Specified (Other) Electrical Appliances and Materials must show thePSE mark and the name of the importing company on their nameplate.
The PSE mark is not to be displayed at the discretion of international venders, but is to show that Japanese importers have fulfilled the requirements of the Electrical Appliance and Material Safety Law.

Regarding S-JET certification

JET provides S-JET third party certification services not only for the products regulated by Electrical Appliance and Material Safety Law, but also the ones not regulated by the law.

In addition to a test that determines that samples of a product meet technical standards, the quality control systems of the factory in which a product is made are also evaluated, and only products that pass both tests can display the S-JET certified mark. In Japan, this third-party certification is optional, but it is a great way to make it clear that the foreign made products are safe and of high quality.
