Import operations by corporations outside Japan under the Electrical Appliance and Material Safety Law
“Issuance of a Statement of conformity assessment or a duplicate of Statement of conformity assessment to the specified importer”

The Electrical Appliance and Material Safety Law have been revised on December 25, 2025 (enforcement of this Act).
Corporations outside Japan directly selling products falling under electrical appliances to consumers within Japan will now be required to register as “specified importers” and comply with obligations such as conforming to technical standards.

The specified importer must notify the Minister of Economy, Trade and Industry of the required details within 30 days of commencing business. The notification must include details such as the appointment of a “domestic supervisor”.
For details on the required items, please refer to documents such as “Electrical Appliance and Material Safety Law / Procedures for Implementing Legal Affairs Ver 6.0.0(Ministry of Economy, Trade and Industry Product Safety Division / August 28, 2025)”.

Accordingly, the specified importer must possess either a Statement of Conformity Assessment or a duplicate of the Statement of Conformity Assessment, as appropriate.
When the specified importer applies for a Statement of Conformity Assessment or a duplicate of the Statement of Conformity Assessment, please note that in addition to the designated application form specified by us, a copy of the Notification of Business document (Certificate of Acceptance) must be attached.

To ensure a smooth transition ahead of December 25, 2025 (enforcement date), we will begin accepting applications from specified importers starting September 25, 2025.
Please note that the issuance of a Statement of conformity assessment and a duplicate of Statement of conformity assessment will be implemented on or after December 25, 2025.

After December 25, 2025

We will issue a Statement of conformity assessment and a duplicate of statement of conformity assessment for the specified importers

＜Types of Applications（Statement of conformity assessment or duplicate of statement of conformity assessment）＞

1. In case of the manufacturer outside Japan itself is the specified importer, a Statement of conformity assessment is required.
2. In cases other than the above 1 (when it is corporations outside Japan separate from the manufacturer outside Japan), a duplicate of Statement of conformity assessment is required.
