Information on the revision of the Interpretation (specification-based description) of the Technical Requirements of Electrical Appliances and Materials Safety Act dated January 16, 2015(Feb 16, 2015)

The revision of Interpretation (specification-based description) of the Technical Requirements of Electrical Appliances and Material Safety Act, hereinafter referred to as “Interpretation”, concerning the tracking resistance of power plugs was announced on January 16, 2015.

In line with this revision of Interpretation, for the time being, JET will carry out tracking test and glow wire test, as specified in the Interpretation, in PSE conformity assessment of Specified Electrical Appliances to which Appendix 8 to the Interpretation is applied, for “standard-type attachment plugs” (except rubber plugs) and “residual current operated circuit breakers with plug pins” which are used in these products. As regards S-JET certification, JET is going to send Information on Testing on the change of the Technical Requirements to S-JET certificate holders separately.

As for PSE conformity assessment for which application is received by JET on and after January 16, 2015※1, as a general rule NOTE , JET will carry out conformity assessment according to the enforced new Interpretation. As a result of this, the additional testing fee (JPY29,000) will be charged for the relevant electrical appliances.
((NOTE): If the conformity assessment is to be carried out according to the old Interpretation for some reasons, please write so in the column for additional information on the separate sheet of application documents when you make your application. However, please be aware that it will be impossible to manufacture or import the products according to the old interpretation on and after March 18, 2016.※4)

Regarding the application accepted by JET not later than December 17, 2015※3 in the announced grace period (until March 17, 2016※2), if the product fails to conform to the new Interpretation but conforms to the Interpretation before the revision, it will be possible to issue the Statement of Conformity Assessment applying the Interpretation of the Technical Requirements before the enforcement of the revision. However, please be aware that it will be impossible to manufacture or import the products which do not conform to the new Interpretation on and after March 18, 2016※4.
As for products for which the valid State of Conformity Assessment is available, it is not necessary to go through Conformity Assessment anew. However, it is necessary to make sure that the products conform to the new Interpretation by March 17, 2016※5 based on the obligation to conform to the Technical Requirements. JET’s contract testing is available for this purpose.

 The dates in the above text are for electrical appliances using standard-type attachment plugs. For electrical appliances using residual current operated circuit breakers, the dates are as follows.
※1 on and after September 18, 2014
※2 until September 17, 2015
※3 accepted not later than June 27, 2015
※4 on and after September 18, 2015
※5 until September 17, 2015
