The Electrical Appliance and Material Safety Law applies to enterprises that manufacture or import products in Japan. I-2 Domestic enterprises that seek to manufacture or import designated Specified Electrical Appliance are subject to conformity testing conducted by conformity assessment body and receive a certificate of conformity from the body.
I-3 Confirmation of conformity with the technical standards. I-4 Inspection
of the manufacturing process from receiving to completed product and maintenance
of records. I-5 Labeling showing a
, the name of an importer, the name of conformity assessment body and other
related information legally required. However, since it is essentially impossible
to perform the inspections of the manufacturing processes as specified in
I-2 and I-3 in the case of domestic importers, this obligation can be fulfilled
by having overseas manufacturing factories undergo inspections equivalent
to the conformity assessments (under Article 13(2) of the enforcement regulations
of the Law) to acquire a certificate of conformity and having the domestic
importer obtain and retain a duplicate copy of the certificate. Specifically,
this means testing of the products and confirmation of the testing facilities
of the factory where the products are manufactured (refer to the flow chart).
In order to fulfill the obligations of I-2 and I-3, the domestic importer
must retain copies of the records maintained by the overseas manufacturing
factory.

Note: When it is possible to confirm the testing facilities based only on the documents, please prepare documentation that confirms ownership of the facilities including a photograph of the facilities, a copy of a facility list, and copies of calibration records.
