Exporting Products to Japan
Q1 I would like you to explain the procedures concerning the Electrical Appliance and Material Safety Law when exporting product to Japan.
Q2   I have heard that not all electrical products are subject to the Electrical Appliance and Material Safety Law (hereinafter referred to as the Law); how can I determine what products are covered by the Law?
Q3   Is there a Web site that contains additional information about the Law?
Q4   I want to manufacture electrical products that comply with Japanese standards; where can I get additional information?

Q5   What is the difference between the mark and the mark?
Q6   Is the mark necessary?
Q7   What do I have to do to display the marks on my products?
Q8   What exactly must be done to fulfill the inspection obligations?
Q9   I want to undergo a conformity assessment in order to mark the mark; what are the costs, time, procedures, application forms, and so on.
Q10   Do I have to change a mark obtained under the former law to a mark?
Q11   With the mark, I was able to also display my company name, but I have been told by Japanese users that with the mark, I am not allowed to display the company name.

Ans. There are applied two standards when exporting to Japan: the domestic standards (Article 1 of the technical requirements of the Ministerial Ordinance), and the harmonized IEC standards (Article 2 of the technical requirements of the Ministerial Ordinance: the "IEC-J Standards"). Products that comply with either one of standards may be sold in Japan, so you must select one of these standards. You may purchase an English version of the "Technical Requirements " by contacting JET at the following e-mail address :

Ans. The mark is used for Specified Electrical Appliance electrical products, while the mark is used for NON-specified Electrical Appliance electrical products. These marks are required by the Law, so they must be marked on the products. In addition to one of these marks, products must also be labeled with the name of conformity assessment body that issues a conformity certificate (Specified Electrical Appliance electrical products only) and the name of Japanese importer.
Specified Electrical Appliance electrical products and NON-specified Electrical Appliance electrical products are introduced in " Comprehensive Guide to Export Electrical Appliance and Material to Japan ".

Ans. There are obligations that must be fulfilled before the marks are displayed on the products. The specific obligations are: (1) Undergo a conformity assessment and receive a conformity certificate; (2) perform the technical requirements conformity obligations; (3) undergo inspection and record the results. Upon completion of these obligations, the marks may be used.

Ans. Under the Enforcement Regulation Article 11 Table 3 of the Law: (1) Implement nspection methods recognized as suitable for ensuring compliance with the Technical Requirements from every receiving to manufacturing process; (2) Implement testing of finished products that meets or exceeds the Technical Requirements concerning the appearance, insulation resistance, and function for all finished products (tests may vary depending on Category A electrical products); (3) Implement testing of sample optionally chosen to meet or exceed the Technical Requirements in the event of any change in the manufacturing process or the product design or when otherwise necessary.
Perform these inspections, retain the records, and provide copies to your Japanese importer. It is necessary to retain these records for at least three years.

Ans. Manufacturers outside Japan that have received Type Approval are not allowed to change the mark obtained under the former law to the mark stipulated in the new law, so continue exporting the products under the former mark until the expiration of the Type Approval.
After expiration, you must undergo the procedures under the new law via a Japanese importer.

Ans. Type Approval obtained under the former law indicated the name of the foreign registered manufacturer, but this has been eliminated from the new law, and now the name of the Japanese importer is indicated.

Ans. Under the Law, if the head office and its factory are located in different countries, they are not considered to be the same company, so even if the product is the same, they must make application respectively.

Ans. Products with S-JET certification marks are considered to be certified products, so it is advisable to give distributors and consumers the indication of safety products. Please note that such mark is different from the mark under the Law.

Ans. The mark is required to display on a product by the Law, so without it the product is not in compliance with the law. There is no penalty, however, for not having the JET certification mark on a product. The requirements for the mark and the JET certification mark are different, so please inquire when applying for either.

Ans. In general, electrical products are eligible for the JET certification mark if they undergo product testing and the factory where they are manufactured is inspected.
The JET certification mark is granted to products, if they meet the requirements, being apart from Specified Electrical Appliance electrical products and NON-specified Electrical Appliance electrical products under the Law.
